Police Community Support Officers (PCSOs)

provide a uniformed, official presence in your area with the aim of improving the quality of life for the whole community.

PCSOs want to make people feel confident and reassured in the areas in which they live and work. By working together with the West Oxfordshire Community Safety Partnership, which includes the District and County Council, PCSOs hope to reduce crime and the fear of crime and disorder. 

They can deal with a range of environmental issues such as litter and abandoned vehicles and in West Oxfordshire they are each assigned to a Neighbourhood Team, working alongside Police Officers. They will often be the first point of contact for members of the public and community groups, providing advice and support for victims of crime.

PCSO Powers

PCSOs can:
Seize alcohol from anyone drinking in public areas
Demand the name and address of people acting in an anti-social manner
Seize alcohol and tobacco from underage persons
Assist with community engagement and participate in crime reduction initiatives
Enter property to save life or limb, or to prevent serious damage

Meet your PCSO's

PCSO Wesley Smith – Chipping Norton

“Before becoming a PCSO I worked as a welder and had little experience in dealing with the public but that didn’t deter me from taking on the challenge.

“I have a positive outlook and enjoy communicating with the public, understanding what issues are important to them and how I can help them in working towards achieving safer communities.

“Originally from Carterton, I am based at Chipping Norton police station and cover Charlbury and Middle Barton. I have been on patrol for over four months now so you may have seen me in your community. Feel free to stop me for a chat if you see me around.”

PCSO Hilary Rabson - Witney

“I have lived in Witney for the past 22 years and prior tobecoming a PCSO I worked at a supported housing project in Witney. I was also a part-time youth worker so I am able to use my skills gained from my previous experience in dealing with vulnerable adults and youths.

“I am looking forward to making an impact on the various communities I cover which include Burwell, Thorney Leys, Deer Park and the all surrounding villages. I actively patrol my area on foot so am highly visible to residents and publicly accessible. I hope to strengthen the relationship between communities and the Police.”

PCSO Petra Summers – Carterton, Bampton and Burford

Petra Summers“I joined Thames Valley Police as a special constable in 2006, and then became a PCSO in January 2007. I enjoy working with people having previously worked in customer service in the transport industry.

“I relish working in the community; spending my day out and about meeting a wide range of people gives me the chance to solve problems and to build partnerships. I am based at Carterton police station and I cover Burford, Fulbrook, Swinbrook, Taynton, Asthal, Westwell, Holwell and Shilton. If you see me in your village, feel free to stop me for a chat.”

PCSO Elizabeth Swinney – Witney

“I am based at Witney station and work alongside the neighbourhood team to enable me to effectively engage with the local community and deal with any issues or concerns which may arise in the local area.

“I have previously spent my time working with children within both the educational and recreational environment, therefore I will be able to use my skills gained from my experiences with the youths in the Witney community. I hope to make an impact to the neighbourhoods of Witney by actively patrolling my area on foot and being a highly visible and publicly accessible presence. I am looking forward to liaising and building up a rapport within the community.”

PCSO Tracy Waller - Witney

 “I am working at Witney police station with another six PCSOs as part of the Neighbourhood Team. Hopefully we will make a difference in the local community by helping to deal with the neighbourhood problems and also by being highly visible.

“I have lived in Witney all my life and I feel it will be nice to put something back into the community where I grew up. I know the area very well and hope my knowledge will be a great help for others. I am looking forward to my role as a PCSO.”

PCSO Lucy James - Witney

 “I am based at Witney Police Station as part of the neighbourhood team. I have been working for Thames Valley Police for the past 12 years in the Crime Incident Management Unit based at Abingdon. I applied for this position as the PCSO role is very varied, with no two days being the same.

I enjoy patrolling our area and have found the response from the public to be extremely positive. I am looking forward to working fully with the community; building up a good relationship with the local youths by getting involved with youth groups and their projects. I have lived in this area for 17 years and feel being a part of the neighbourhood team is important. Being a PCSO makes a difference to the community by supporting the public and police officers.”

PCSO Lori Hale - Witney

 “I am based at Witney police station as part of the neighbourhood team. This enables me to effectively engage with the local community and deal with any issues or concerns which arise in the local area.

“I am an American citizen married to a Thames Valley Police Officer. I have been living in the UK for five years and I have chosen to work for the police to try to make a difference and engage with the local community. I like meeting and talking to new people, I especially want to tackle the issue of littering.”

PCSO Emma Andrews - Witney

  “I applied for the role after working through a forensic degree and enjoying the policing side a great deal. The role of a PCSO stood out to me as I like making a difference in the community. I feel that we help to support and reassure victims of crime as well as deter crime by spending most of our time walking the streets and being highly visible. The local youths always approach us and let us know how they are doing which is great.

“I moved to Witney from Wales where I have lived all my life. Witney is a fantastic place with a great community, one that I am most looking forward to being part of.”

PCSO Kat Giles - Witney

 “I joined Thames Valley Police as a PCSO having graduated from Oxford Brookes University with a degree in Early Childhood and Education Studies.

“In carrying out my duties as a PCSO, I hope that my friendly, outgoing nature will enable me to develop effective links within the community that will contribute to making the neighbourhood a better and safer place for everyone.

PCSO Robert Hopping – Eynsham

 “I applied for the role as a PCSO because I felt I would enjoy both the policing and community interaction elements of the job, and I haven’t been disappointed. I enjoy the rapport I have with residents, particularly the teenagers in the village. I have established good links with local businesses and organisations. PCSO Helen Keen - Eynsham

“I become a PCSO last March after working at Thames Valley Police for five years as the reprographics technician. I have lived in West Oxfordshire all my life and know the area very well. I’m married and have two teenagers that attend school and work in Witney.

“When I became a PCSO I worked in Witney with the neighbourhood team for six months tackling many different neighbourhood issues. I have now moved over to the Eynsham team and am enjoying being a part of the village community. I now cover Eynsham, North Leigh and Cassington and am looking forward to building up a good relationship with the community and the more rural aspect of West Oxfordshire.”

 

PCSO Tina Townshend - Woodstock

“I am based at Woodstock and cover Long Hanborough, Church Hanborough, Freeland, Combe, Stonesfield and will share Blenheim with my colleague PCSO Phil Workman.

“I have always worked with the public and spent 14 years as a Control Operator with Nottinghamshire police and will use the skills and knowledge I have gained from this. I am often out on patrol and visible in my local communities so please stop me for a chat.”

 

PCSO Chris Jones – Chipping Norton

“I joined from a graphic design and photography background and am very involved within my own community as chairman of the local sport club, Golf Society and governor of our local primary school for nine years.

“I am passionate about the rural community way of life and my monthly surgeries are held in the village café at Middle Barton so please pop by to meet me.”

 

PCSO Phil Workman - Woodstock

“I have been a PCSO in the Woodstock area for the past three years and have tutored some of the new officers as they have joined.

“I love going out into the community to meet the locals and help them with any problems they may have. I regularly patrol Woodstock, Bladon, Tackley, Rousham, Wootton, Glympton and Kiddington so you may see me out on foot or on my bike!”

 

PCSO Isabel Webb – Witney

“I have lived in Witney for the past 30 years and have previously run my own business. I also organise horse shows for children and have been a youth worker.
 
“I enjoy working in the community and getting to know the residents of Deer Park, Thorney Leys, Ducklington, Curbridge, Crawley, Hailey, Ramsden, Leafield and Minster Lovell. If you see me out on patrol please stop and introduce yourself to me.”

 

PCSO Angie Alford– Bampton/Burford/Carterton

I was previously employed as an administrator working for one of the largest agricultural/equestrian businesses in the country. My background involves farming and also breeding horses mainly for event discipline. I can regularly be seen in and around the villages and hold a surgery in Bampton, my largest village, once a month, (see noticeboard for dates) so please pop in for a chat. The Neighbourhood team tackles the priorities set by the NAG and so far I feel we are making a difference and I thoroughly enjoy the role and working within the community.
